7.09.2026, ANGOLA: EXECUTIVE DECREE.

Government creates team to manage urban redevelopment project in Angolan cities.

A technical structure has been created to ensure the coordination, management, and monitoring of the implementation of the Urban Redevelopment and Conversion Project for Cities in Angola (SONA).

The creation of this technical structure aims to strengthen institutional capacity for the formulation and execution of land-use planning policies, attract investment in infrastructure and housing, and ensure greater efficiency in the implementation of actions foreseen within the scope of SONA.

The objective of SONA is to contribute to the promotion of more organized cities and to the population’s access to decent housing in an inclusive, transparent, and sustainable manner.

The technical structure is chaired by the Ministry of Public Works, Urban Planning and Housing, while the National Institute for Land Planning and Urban Development (INOTU) ensures the direct coordination of SONA.

This follows Executive Decree No. 423/26, of September 1st, which aims to guarantee greater capacity for coordination and execution of urban redevelopment interventions.

The decree, signed by the Minister of Public Works, Urban Planning and Housing, Carlos Alberto dos Santos, regulates the organization and operation of the Operational Technical Group (GTO) and the Technical Implementation Team (ETI) of SONA.

The structure is in line with the Financing Agreement signed between the Republic of Angola and the World Bank and is aligned with the priorities of the National Development Plan (PDN) 2023-2027, particularly in the areas of land use planning, urban development and housing.

The Operational Technical Group is responsible for the strategic guidance of the project, monitoring progress reports and coordinating between the institutions involved.

This body also includes representatives from the Public Works and Housing, Planning, Finance and Territorial Administration sectors, as well as vice-governors from the provinces of Benguela, Huambo and Huíla.

In turn, the Technical Implementation Team, based at INOTU’s facilities in Luanda, ensures the management and monitoring of the project’s daily activities.

This team is led by a project coordinator, appointed by the Minister of Public Works, Urban Planning and Housing, and includes 32 professionals specializing in areas such as financial management, procurement, environment, social component, urban planning, architecture and infrastructure, including local representatives in the provinces covered.
